GetEffectiveMaxVelocityDPS returns the velocity (after gearbox) that the motor (or servo) can produce. The value is always >= than 0 and less than or equals to GetMaxVelocityDPS. The motor's effective max velocity can be modified by a call to SetEffectiveMaxVelocityDEG.
