Waits for Exec complete stop.

DWORD dwTimeout 
[in] Milli seconds to wait for the complete Exec stop. 
Description

When killing Exec engine, the startup event may stay signaled during some seconds : that can cause WaitMODAServerIsRunningOnLocalhost returns true whereas Exec is not running. Then, after killing Exec, call this function to wait the complete stop.
